Where is it written that I will be charged a commission upon withdrawal, at the moment I take out cash from another bank?

On each ATM appears the following message "Attention! Your transaction will be charged according to the conditions of the contract concluded with the card issuer".

So before completing the operation, you can choose not to pay the commission and to interrupt the transaction. You choose! 😉
