Do all companies have to send e-Invoice to ANAF? And the sole proprietorships?

Yes, starting from January 1, 2024, all companies, including liberal professions, will be required to transmit the invoices issued to other legal entities in Romania, in the national e-Invoice system; it does not matter if they are VAT payers or non-payers.
