How can I issue a voluntary home insurance directly from BT Pay?

You can access the option if you use BT Pay, like this:

If you have a loan for a property brought as collateral, then you can access the insurance from the Insurance tab – > Home insurance, in the HUB area or in the Loans – Insurance section.
If you want to conclude insurance for a property without a loan, then access the Insurance tab –> Home Insurance or in the HUB area.
