Is there a possibility that the IRCC index is higher than ROBOR, thus the loan costs will increase and not decrease?

Given that the IRCC index was recently introduced into legislation, it cannot be said with certainty what its evolution will be, the current trend is to approach ROBOR, but historically, its value has always been lower.

If you are thinking about taking a loan, you can calculate the monthly installments online in BT credit simulator and then you find out by phone if you qualify for the desired amount. 😉
