If I am a co-borrower on a loan, can I apply for another loan or card?

Yes.
As part of the eligibility assessment (when we check whether you qualify for a BT Direct loan), the installments on existing loans for which you are a co-borrower or guarantor will be taken into account, but you can still apply for a new loan.
