If I want to make an attached card for my wife on my account, is it necessary for both of us to present ourselves at the agency?

For issuing an additional card, for wife/husband, the consent of both is required.

The agreement is given by signing the application and must be given only once: either at the issuance of the card, or upon its collection. If you were together at the time of the issuance request, then for collecting it it is enough that only you or only the wife/husband in whose name the supplementary card was issued show up. ✨
