Is the Prima Casă loan calculated based on the IRCC or Robor index?

The Prima Casă Loan is reported to the IRCC index. 🙂  

IRCC is the reference index for variable interest loans granted in LEI and which, starting from May 2, 2019, according to Government Emergency Ordinance 19/2019, replaces the ROBOR index.
